| （School of Physical Education，Harbin Normal University，Harbin 150025，China） Abstract: Guided by the strategic guidance set by the Central Committee of the Communist Party of China for the development of China from a big country of sports to a powerful country of sports, the author summed up problems to be dealt with in the development of sports in China, such as the deterioration of teenager’s fitness and the inade-quate development of competitive sports and social sports, specified the responsibilities of college physical educa-tion for boosting the development of competitive sports and social sports via his specific interpretation of various legislations and specification of detailed data, thus further expatiated on the possibility and feasibility of college physical education to fulfill its social responsibilities in terms of hardware improvement, sports experience devel-opment and scientific research capacity enhancement.
