| （School of Physical Education，Hunan University of Humanities，Science and Technology，Loudi 417000，China) Abstract: The author analyzed such three hot issues as the low efficiency of national fitness paths, the difficulty of open-ing of school sports venues, and the negative effect of plaza dance, then expatiated on the objective necessity of transfor-mation and upgrading of national fitness development, and put forward the following ideas: exert the functions of the mar-ket and third sectors (non-profit, voluntary legal organizations) in public service; reconstruct national fitness development in such aspects as multi-center authority division transformation, diversified public service transformation, urban sports space structure transformation and national fitness culture innovation etc.
