Abstract: Using the methods of expert interview and literature, this paper analyzes the main problems of school physical education development in China and the governance logic of sports policy under the new era, and compares and analyzes the law of school physical education development in United Kingdom, Germany and Japan. It is considered that they have adopted the "sports program centralization development strategy", that is, in the implementation process of the overall national sports planning, the government arranges relevant work around the needs of the development of different sports programs, and realizes a development strategy of vertical and systematic development of sports. It is proposed that China's school physical education in the new era should learn from the experience of foreign "sports program centralization", and focus on the development of sports projects, starts with the participation of the sports system in the integrated curriculum construction, promoting the integration of physical education and cultural education through program classification events, building the school physical education ecosystem and big data platform, and finally realizing the benign development of school sports.
