Abstract: Based on reality of today's China and elementary stage of socialism,it was found that there were 9 challenges that COSRGIHL were faced and based on the fact of Chinese fine conditions for COSTGIHL of accelera tion of market economic in the end of the century,the paper puts forward for dis cussion 10counter-measures for COSTGIHL in 21st century.
