| （1.College of Physiacl Education，Henan University，Kaifeng 475001，China；2.Department of Physical Education，Shangqiu Normal Institute，Shangqiu 476000，China) Abstract:In accordance with the characteristics of stage specific and repeatable development of sports capability, and based on their survey on and repeated discussion with experts and physical education teachers in middle and elementary schools, the authors established teaching objectives raised from level 1 to level 6 under the background of experiment of the “2+1 events”, and worked out demonstrative rules for soccer technique and tactic teaching contents at levels 1 to 3.
