The authors concluded via analysis that this problem is related to such factors as ambiguous physical educa-tion conceptions currently existing in common institutes of higher learning, ineffective organization and manage-ment, congenital deficiency of intellectual ability of the teachers to service the students, and the students commonly lacking in self-motivated exercising ability. The authors offered the following suggestions: solidly establish the ide-ology that scholastic physical education must serve all the students; set up physical education curriculum teaching materials that will benefit the students for a life time; lecture physical education classes responsibly; cultivate the self-motivated exercising ability of the students; strengthen organization and management to ensure the quality of physical education service.
