(1.Centre of Physical Education & Research Center of Humanity Social Science of Sports,Shaanxi Normal University,Xi’an 710062,China;2.Shaanxi Football Administration Center,Xi’an 710054,China) Abstract: The authors analyzed the forms and characteristics of the movement of human resources of competitive sports in China today, and drew the following conclusions: rational movement is the precondition for the optimized allocation of human resources of competitive sports; however, the movement of human resource of competitive sports in China today is restricted by many constitutional rules, and the distribution of human resources of competi-tive sports is extremely unbalanced in terms of region and event; only by promoting the ration movement of human resources of competitive sports can human resources of competitive sports in China be rationally allocated and op-timally integrated. At the end of this article, the authors offered the following suggestions: in the new era China should establish a “3 in 1” mode of the movement of human resources of competitive sports, as well as establish and perfect an assurance system and a legal system for the movement of human resource of competitive sports.
