CAI Pei-yuan’s physical education ideology not only contains various contents, but also has formed a complete theoretical system. In this system, emphasizing equally important triple education and adhering to comprehensive development are its ideo-logical core; advocating military, national and civilian physical education and valuing social functions and roles of physical education are its sports time characteristics; repeatedly emphasizing the principle for scholastic physical education to be popularized while fully affirming that sports will have a positive affect on the development of hu-man beings is its basic attitude toward physical education.
