(1.Department of Physical Education,Putian University,Putian 351100,China;2.School of Sports Science,Fujian Normal University,Fuzhou 350007,China) Abstract: The authors compared educational opportunities, educational rights and educational resources with regard to physical education in 135 elementary schools in urban and rural areas in Fujian province, revealed the following findings: educational opportunities and rights for physical education are unequal and physical education curriculum resources are unbalanced between elementary schools in urban and rural areas; the urban and rural dualistic struc-ture, differences in the status of scholastic physical education and the input of educational funds, and unfairness of benefits for physical education teachers, are main causes for the unfairness of physical education in elementary schools in urban and rural areas, and put forward the following suggestions in terms of educational main body: per-fect systems; strengthen supervision; increase investment; help disadvantageous groups; promote teacher flowing.
