| （Department of Physical Education，Shenzhen Polytechnic，Shenzhen 518055，China） Abstract: By comparing differences in Chinese and Japanese handicapped sport organization management systems, the author derived the following inspirations: the Handicapped Olympic Center of China must be brought into the mass sport management system in China, so as to blend handicapped sports into mass sport; the job of the Handi-capped Olympic Center needs to be shifted from preparing for Olympic Games to developing the handicapped mass sports undertaking; related institutions should be established to speed up the cultivation of handicapped sport in-structors; the joint development of handicapped sport and normal sport should be realized by means of establishing large regional comprehensive sport clubs, which is the inevitable way to the development of handicapped sport.
