摘      要：依据哈耶克“社会秩序二元观”的理论，社会秩序分为内在秩序和外在秩序，两者都有其合理性，但是，哈耶克更强调内在秩序。而我国体育行业以外在秩序为主，也有一些自发秩序，主要表现就是潜规则。内在秩序与体育之间的高度契合，使我国体育改革必须培育体育行业内在秩序，尽量减少强硬国家行政干预，达到内主外辅的体育行业理想秩序。

Abstract: According to Hayek’s theory about “social order dualism”, social order is divided into intrinsic order and extrinsic order, both of which have their rationality, however, Hayek tended to emphasize intrinsic order more. The sports industry in China is mainly governed by extrinsic order, and some spontaneous orders as well, one of the signs is default rules. The high degree of correlation between intrinsic order and sport requires that for implementing sports reform in China an intrinsic order must be established within the sports industry.
