| （Department of Laws，Guangzhou Sport Bureau，Guangzhou 510620，China） Abstract: The Social Sports Instructor Technical Rating System and the Social Sports Instructor National Occupa-tion Standard effective in China are all department regulations promulgated for strengthening the construction and management of the social sports instructor team in China, and for adapting to the need of the development of the sport undertaking and sport industry. However, the promulgating background and applicable scope of these two regulations are different. By analyzing the theoretical bases, running characteristics and existing problems of these two regulations, the author proposed that the social sports instructor system in China should, on the basis of sticking to the “twin track” system, select a “primary” way to development, which will meet the realistic need for the devel-opment of social sports instructors in China in a better way.
