| （Tianjing University of Sport，Tianjing 300381，China） Abstract: The basic content of law enforcement is to assure people’s rights. To realize full human rights is the ideal pursued by mankind for a long time, also the goal fought for by the Chinese people and government over a long pe-riod of time. Since the establishment of new China, from the citizen sport right advocating clauses in the Common Program established in 1949, to the specification of assuring citizen fitness rights by the Nationwide Fitness Regula-tions established in 2009, the historical track of constant progressing of Chinese citizen sport rights was showed. On the basis of the socialist democracy system in China constantly establishing legal assurance for public health, with the reform and opening and the development of the human right undertaking and its legislation, citizen sport rights have gradually become the important contents of the civil right system in China, and were finally declared with a clear legal language, which promote the legal assurance of citizen sport rights to a new level. For becoming a pow-erful country of sport, the more universally and truly owning of sport rights by various citizens should be further re-alized according to law.
