(1.Chengdu Sport University,Chengdu 610041,China;2.Shanghai University of Sport,Shanghai 200438,China) Abstract: The authors examined and analyzed policy guidance for leisure and sports in the social transition of Japan from the 1960s to the early 21st century, gained policy experiences of Japan whose social development was carried out earlier than that of China, and put forward the following opinions: 1)the establishment of the “Basic Plan for Sports Revival” enabled Japan to perfect infrastructure construction for sports revival, and put forward specific lei-sure sports activities and measures; 2)in the late 1980s, an aging society lacking of children was a national problem faced by the Japanese society; career sports became a new orientation of mass sports; 3)the transformation of social life environment enabled mass sports in Japan to boom; 4)policies such as NPO act promoted the gradual transfor-mation of mass sports business mode to a civil business mode.
