| （School of Physical Education，Soochow University，Suzhou 215006，China） Abstract: The author analyzed the circumstances of application of sport policies as one of the basic forms of ex-pression of soft law in the European Union and related experiences, described the history of development of EU sport policies. The reason for the EU to apply soft law to adjust sport matters: the EU is lacking in a legal foundation for sport policies, while utilizing soft law can take care of the uniqueness of the sport area and thus ensure the elas-ticity and sensitivity of adjustment, and gain the support of sport organizations. Lastly, the author analyzed and summarized related experiences in sport policy establishment subject, sport policy expression form, sport policy standardization content, establishment process and effect.
