| （1.Key Laboratory of Adolescent Health Assessment and Exercise Intervention，Ministry of Education，Shanghai 200241，China；2.School of Physical Education and Health，East China Normal University，Shanghai 200241，China；3.Shanghai Sanlin High School，Shanghai 200124，China） Abstract: In 2009, Russian Federal Government issued 2020 Mass Sports Development Strategies of Russian Fed-eration Government, oriented mass sports strategies to enhancing the nation’s human capital and improving resi-dents’ life quality, and determined 3 tasks for developing mass sports, which were respectively establishing a new national sports education system, carrying out modernized remodeling on physical education systems for all kinds of people, and strengthening basic sports facility construction. The orientation of development of mass sports devel-opment strategies of Russia towards human capital, Russia valuing employee sports, and Russia focusing on the characteristics values of pertinence and difference, are worthy of being referred to by China for establishing mass sports development strategies.
