School of Physical Education,Xinjiang Normal University,Urumqi 830054,China) Abstract: The authors analyzed the quantity change and content transition of sports facility policies of China since the 3rd plenary session of the 11th Party Congress, and revealed the following findings: since the reform and opening, in terms of sports facility policies of China, their content has been constantly increased, their level has been con-stantly raised, their authority has been gradually strengthened, they have gone through the process of transformation from focusing on construction to focusing on management; in terms of quantity, it has generally shown such a char-acteristic as unbalanced development at “four stages”; in terms of content, it has reflected the process of content transition with “five characteristics”. “4 stages” refer to low frequency development stage after the period of bring-ing orders to chaos, high frequency development stage under market economic conditions, high frequency steady development stage at the beginning of the new century and new development stage after the Olympic Games; “five characteristics” refer to scholastic, local, social, legal and life relevant.
