| （School of Physical Education，Taiyuan University of Science and Technology，Taiyuan 030024，China） Abstract: The authors studied the development of World Sport for All Congress–an ideal platform for world sport for all, analyzed the expression of sport for all and mass sport, probed into establishment background, development course, operating form, characteristics and theme changes and holding significance of World Sport for All Congress. Since the mid 1980’s, International Olympic Committee has gradually realized the importance of sport for all, established Sport for All Committee, held World Sport for All Congress, discussed issues about sport for all. The held 14th World Sport for All Congress devoted itself to promoting the popularization and education of world sport for all, focused on human health and future development, intensified the historical mission of sport for all while competitive sports was booming, and started to solve specific issues encountered in the process of development of world sport for all.
