摘      要：小城镇体育作为群众体育发展的战略重点，是缩小城乡体育差距，并向同质方向发展的载体。以“包容性发展”为主导思想，塑造全民参与、求同存异的发展特征、机会均等的发展过程、利益共享的发展成果为基本内涵。依托交通区位优势、配置体育资源，构建五大服务平台、满足居民需求，建立多元管理主体、优化治理结构，动员乡镇企业参与、拓展融资渠道，推进文化教育融入、创新健身活动，为小城镇体育发展提供新的思路。

Abstract: Small town sport as a primary strategy for mass sport development is a carrier to narrow sports differences between cities and towns and to develop sport toward the homogenous direction. It should base its guiding ideology on “inclusive development” and its basic contents on establishing such development characteristics as all national partici-pation and seeking sameness while reserving differences, opportunity equal development process and benefit shared development achievements. The author put forward the following new ideas for small town sport development: config-ure sports resources according to traffic location advantages; build five service platforms to meet resident needs; estab-lish a multi-elemental management body to optimize the governing structure; mobilize town enterprise participation to expand financing channels; promote cultural education introduction to innovate on fitness activities.
