| （1.School of Physical Education，Sichuan Normal University，Chengdu 610101，China；2.School of Physical Education and Training，Shanghai University of Sport，Shanghai 200438，China) Abstract: The state has launched the policy for school sports facilities to serve society, so as to resolve the conflict between public sports demand and social sports resource deficiency. However, through their research the authors found that this policy was not adequately implemented, and that during policy execution there were signs such as boycotting execution, symbolic execution, selective execution, additional execution and policy conspiracy etc. By means of analysis, the authors concluded that the following factors had driven policy execution into dilemmas: pol-icy systems themselves were not so well matched; policy execution organization systems were not clearly specified; target groups’ interest expression awareness was inadequate; resources for policy execution were insufficient; the policy execution system was imperfect. The authors put forward the following ways to optimize policy execution: assure policy execution by law; integrate policy execution organization systems; expand policy execution resources in a multi-channel way guided by the government; promote target groups’ sports interest expression awareness; per-fect the policy execution supervision and assurance system.
