Abstract: Physical education teaching quality level is embodied in the degree of fulfillment of teaching objectives, the concentrated embodiment of students’ learning effects. And the level of physical education teaching quality needs to be tested by a standardized evaluation index system, however, it is very difficult to execute the job of evaluating physical education teaching quality in a scientific and objective manner for the following reasons: nowadays teaching contents for the same learning phase or grade are not unified enough; the contents are taught to different extents; an authoritative evaluation system has not been established yet etc. Starting with probing into the necessity for and challenges in evalu-ating physical education teaching quality, and by analyzing the roots of these challenges, the author put forward con-ceptions for establishing a physical education teaching quality evaluation system layer by layer, primarily based on elements described by such 4 keywords as “have”, “understand”, “know” and “can”.
