(School of Physical Education,Central China Normal University,Wuhan 430079,China) Abstract: On April 21, 2014, the Ministry of Education issued 3 documents, namely, Student Physical Health Monitoring and Evaluation Method, Elementary and Middle School Physical Education Work Assessment Method, and School Physical Education Work Annual Report Method. Having analyzed these 3 documents, the authors put forward the following opinions: serial new measures they put forward realize “3-turning”, i.e. turning from process management to result management, turning from elastic policies to rigid policies, turning from boundary vagueness to boundary clearness; fitness data sampling review, physical health judgment and school physical education work annual report are 3 highlights in series institutional innovations; series new measures in these 3 documents empha-size joint efforts for joint management in order to converge into a synergistic effect, which provides powerful policy assurance for breaking dilemmas currently faced by school physical education work, and will certainly further pro-mote the rooting of school physical education policies.
