Abstract: The essence of school physical education reform is to ensure students’ physical education right. The idea of school compulsory physical education violates such a tenet. It is difficult to state the rationality of school com-pulsory physical education from the perspectives of history and reality. School compulsory physical education has neither purpose conformity in terms of value, nor pattern conformity in terms of fact. On the one hand, compulsory physical education involves with the issue of students’ right to be educated and the issue of schools’ right to manage education independently, its function in school physical education reform is limited, even if it is to be implemented, it should be implemented on the basis of clear concept definition, and in consideration of such issues as the perti-nence, baseline and procedure justice of school compulsory physical education; on the other hand, institutions’ func-tion in ensuring students’ physical education right should not be compulsory, but should be to determine service mechanisms and stimulation mechanisms; the purpose of perfecting institutions is to restrain compulsion power but not to ensure its realization. Therefore, in the context of education governance modernization, school physical edu-cation reform should follow education development patterns and sports training patterns, and embody legalization principles, democratization processes and efficiency objectives from the perspective of students-oriented education, which is the need to ensure students’ physical education right and highlight education fairness, also the trend and direction of school physical education reform.
