摘      要：运用文献研究法，在阐述了研究背景、目的意义的基础上，论述了体育公共服务评价的逻辑框架和政府体育公共服务投入的主要内容(经费、政策和管理方式与提供机制)，建构了体育公共服务评价内容的两翼(绩效与质量)，即由投入、产出和效果指标构成的绩效评价模型和以公众与专家为二元评价主体构成的质量评价模型。

Abstract: By applying literature research methods, on the basis of expatiating on research background, purpose and significance, the authors stated the logic framework of sports public service evaluation and the main contents  (funds, policies, management manner and supply mechanism) of governmental sports public service inputs, and built a performance evaluation model that consisted of the two wings (performance and quality) of sports public service evaluation contents, i.e. inputs, outputs and effect indexes, and a quality evaluation model that consisted of such two evaluation subjects as the public and experts.
