摘      要：通过分析当前公共体育服务问责制度建设的现状，提出建议：首先，建构从单一的行政化主体模式走向多元主体模式的问责主体制度，同时建构从一元负责制走向二元负责制问责的客体制度。其次，建构公共体育服务问责标准与内容，要以原则化与具体化相结合明确问责范围，进而细分为民事、行政与刑事3类责任。最后，应建构公共体育服务问责程序，从问责的提起、受理、事项的调查、处理决定与申诉4个标志性环节出发，针对性地设计各个阶段的程序内容，建构我国特色的“公共体育服务问责”程序。

Abstract: By analyzing the current situation of construction of public sports service accountability systems, the au-thor put forward the following proposals: firstly, construct an accountability subject system developing from single administrative subject mode to multiple subject mode, in the mean time, construct an accountability object system developing from uni-responsibility system to bi-responsibility system; secondly, construct public sports service ac-countability standards and contents, specify the scope of accountability by turning it into principles and specifics, and then divide it into such 3 types of responsibilities as civil responsibilities, administrative responsibilities and criminal responsibilities; lastly, construct a public sports service accountability procedure, starting with such 4 iconic links as accountability filing and acceptance, case investigation, handling decision and appeal, design proce-dure contents at various stages in an action-specific way, and construct a “public sports service accountability” pro-cedure with Chinese features.
