| （School of Physical Education，Soochow University，Soochow 215021，China) Abstract: According to information publicized by All-China Sports Federation (ACSF), by means of logic argu-mentation, the author found that the authority member qualification of the Ninth ACSF has a legitimacy problem, i.e. it violates that the authority member entrance qualification or primary prerequisite of ACSF is a member of ACSF, as stipulated by Social Organization Registration Management Regulations, Model Text of Social Organiza-tion Constitution issued by Ministry of Civil Affairs, and All-China Sports Federation Constitution; there are a lot of non-member phenomena in the representatives of ACSF National Congress, the members of ACSF Committee, the members of ACSF Standing Committee, and even the unit members of ACSF. The author raised the problem, hoping to attract the attention to and discussion about sports association reform.
