| （School of Sport Science，Fujian Normal University，Fuzhou 350107，China) Abstract: The establishment of the Rio Olympic refugee team reflected the issue that the IOC Executive Committee violated the legitimacy of the Olympic Charter, also left over the crisis of national identity recognition of Olympic athletes. Coubertin’s sports geography view had dominated the “sports nationality” autonomy ideology and system arrangement of the International Olympic Committee over a long period of time, until the latter initiatively sought for maintaining relative consistency with the “political nationality” the United Nations. In order to ensure the game participation right of such groups as refugees, to deal with game participation identity questioning, and to realize the trans-organizational connection of game participation policies, the International Olympic Committee should revise athlete nationality clauses in a timely and appropriate fashion, so as to solve the issue of the legitimacy of refugee athletes, independent game participation athletes, nationality changed athletes and transnational game participation teams in an overall, proper and thorough way, under the precondition of ensuring the normal operation of the Na-tional Olympic Committee.
