（1.Wenzheng College，Soochow University，Suzhou 215104，China；2.School of Physical Education，Soochow University，Suzhou 215021，China) Abstract: By taking measures such as top level design and intensifying policy driving, Jiangsu Provincial Government has gradually formed “innovation projects” for sports social organization cultivation development, mainly in such 4 aspects as “system reform, cultivation support, ability building and comprehensive supervision”. Social sports organizations in Ji-angsu province are facing the following problems: their own development ability is not strong, which causes their running difficulties after separation; admittance system restraint limits their competition vitality and resource absorption ability; “path dependence” on administrative resources, “double” suffering in the separation between government administration and social organization management; the weakness of supervision means tends to cause the “vacuum” and ‘failure” in so-cial organization management. Sport social organization cultivation development path optimization strategies should clar-ify the boundary between governmental functions and social functions, implement the sports social organization function list system, and form matching support policies, establish an open sports social organization admittance system and a sys-tem characterized with “government and society interaction and cooperative governance”, and in the mean time, specify supervision relationships, and establish a scientific and rational comprehensive supervision system.
