摘      要：对公共体育场馆经营权改革后公共体育服务现存问题及形成原因进行研究。目前存在服务收费过高、服务时间不合理、场馆保障条件较差、服务内容单一、服务可获取性低等问题。问题原因主要包括对公益性开放存在认识误区、缺乏公众需求表达和决策参与渠道、合同设计存在缺陷且合同管理能力有待提高、场馆公共体育服务标准尚不完善、财政补助政策不合理且政府购买制度不完善、政府监管职能弱化甚至缺失、专业场馆运营主体缺乏等。提出准确把握场馆公益属性、对公众需求进行有效感知并建立广泛参与的合作治理机制、规范合同设计、完善服务标准、健全政府购买制度、加强政府监管、积极培育专业运营主体等对策。

Abstract: The authors studied the problems existing in venue public sports services after public sports venue man-agement right reform and their causes. At present, there are practical problems such as too high service charges, ir-rational service times, poor venue assurance conditions, undiversified service contents, low service availability, etc. Problem causes mainly include the misunderstanding of public welfare opening, the lack of public need expression and decision-making participation channels, contract design having defects and contract management ability need-ing to be improved, venue public sports service standards having not been perfected yet, irrational fiscal subsidy policies and unperfected government purchase system, weakened or even missing government supervision func-tions, the lack of professional venue operating main bodies, etc. The authors put forward the following countermea-sures: accurately grasp venue public welfare attribute; carry out effective perception of public needs and establish an extensively participated cooperative governance mechanism; standardize contract design; perfect service standards; complete the government purchase system; reinforce government supervision; actively cultivate professional oper-ating main bodies, etc.
