(1.School of Management,Beijing Sport University,Beijing 100084,China;2.School of Sports Business,Beijing Sport University,Beijing 100084,China) Abstract: Based on the method of social network analysis, this paper makes a quantitative study on the evolution and characteristics of the intergovernmental relations network that promotes the integration of sports industry and tourism, health, culture, pension and other related industries among various departments of the central government from 2001 to 2018. The study found that according to the visual relationship network and the whole network, the intergovernmental relations between the relevant administrative departments originally based on the "line seg-menta-tion" of the competent domain showed a trend from "segmentation" to "cooperation"; the number of policy subjects was increasing day by day, and the core cooperation network was being formed; there were obvious differ-ences in the network structure of the four areas, among which the degree of cooperation in the field of sports and tourism is the highest, while that of sports and health is the weakest; the dilemmas of intergovernmental cooperation such as "policy deviation", "policy vacancy", and " policy suspension" were also presented in some arenas. It is suggested that the intergovernmental cooperation network should be optimized from the aspects of constructing the coopera-tion mechanism between departments, adjusting the division of departmental responsibilities according to the needs of industrial development, cultivating and empowering professional social organizations to participate in pol-icy-making and so on.
