(Institute of Physical Education，Hubei University，Wuhan 430062，China) Abstract: Integrating health into all policies is an important policy orientation in the 2030 plan outline of “Healthy China”. From the perspective of policy chain, this article uses qualitative normative analysis and text analysis method to analyze the construction outline of “Healthy China” and the development proposal of campus football. The research holds that the construction of campus football is an important starting point for the construction outline of “Healthy China”, which is supported by the development of “Health China” that creates an agreeable external ecological environment for it”, and the development of campus football requires the concept of “Healthy China” as the overall goal and basic conditions. Based on these, the study proposes an integration path of strengthening policy orientation, building a system platform, and innovating mechanism construction.
