(School of Physical Education and Health,East China Normal University,Shanghai 200241,China) Abstract: This paper analyzes and thinks about the problems existing in the implementation of the curriculum objectives of physical education and health in senior high schools in China, and constructs a new curriculum objective system, so as to provide reference for promoting the in-depth development of the curriculum reform of physical education in senior high schools in China. The research shows that: (1) the core literacy of physical education and health is the upper concept of curriculum objectives, and the core literacy of physical education and health coincides with curriculum objectives and sub objectives (sports ability, health behavior and sports morality), which is a theoretical defect; (2) there are some bad phenomena such as inaccurate definition of concept and improper use of words in the curriculum objectives of physical education and health, which can not be ignored. It has reached or exceeded the "validity" expressed by physical education and sports; sports morality is limited to the field of physical education, but has some shortcomings, not including health education, ideological education, political education and general moral education; (3) the revised target system of physical education and health curriculum highlights the core characteristics of physical education and health education, and strengthens the scope and implementation of moral cultivation. It has theoretical significance and reference value for the reasonable construction of sports and health curriculum objective system, the guidance of sports and health core literacy, and the implementation of the fundamental task of moral education.
