Abstract: By using the methods of literature, logical analysis and case study, the scientific connotation, innovation power and practical path of the refined governance of community public sports services are analyzed in this article. Research shows that the connotation of the refined governance for community public sports services refers to the combination of the first of supply of community public sports services and the end of the value demands of residents’ sports health services through scientific and effective refined governance methods, ultimately achieve the goal of good governance to improve the effectiveness of community public sports services. The upgrade of community residents' sports and health service demand, supply-side structural reform, and the "quality and increment" of service supply are the three major innovative powers for the refined governance of community public sports services. The social actions of refined governance at the grassroots level are mainly embodied in five aspects: the integration of health and sports, coordinated governance, shared by the whole people, service quality improvement, and technology implementation. It is proposed to promote the implementation of refined governance in community public sports services from the following aspects consisting of value co-creation, multiple co-governance, technological empowerment, as well as supervision and assessment.
