First of all, from the discomfort or conflict between traditional habituation and modern field scene changes in physical education teachers’ identity, competence, emotional attention, and cultural accumulation, this paper explores the multiple performance of action dilemma of physical education teachers’ empowerment in the context of curriculum reform. Then, in line with the curriculum as a whole to promote the "empowerment" action route and the local "enhancement" problem discovery route, from "excessive" weighting, "dislocation" weighting, "surface" energy enhancement and "inefficient" energy enhancement, the reasons for the formation of the action dilemma are discussed. Finally, the study adheres to the two-way thinking of top-down curriculum reform ontology adjustment and bottom-up professional development of physical education teachers to find solutions, and propose a progressive adjustment and implementation approach from curriculum to classroom—focus on teaching practice—teacher professional learning community, and only by optimizing measures and methods, and promoting physical education teachers’ recognition and practice of curriculum reform, it could provide substantial helpfulness for the orderly advancement of curriculum reform.
