According to the research, the after-school service with physical education refers to the physical exercise guidance and tutoring organized after class on the principle of students' willingness, focusing on the completion of after-school physical education homework, the help of students with learning difficulties, and the consolidation and improvement of excellent students. The implementation of after-school service with physical education helps students reduce their burden, personalized development and educational equity. The study found that the implementation dilemma of physical education after-school service in primary and secondary schools is reflected in the mire of "classroom moving"; the implementation outside school falls into the pattern of "discipline training"; there is a crisis of "difficulty in promoting" in the utilization of online physical education teaching resources; security is facing the dilemma of "lack of security". The reason lies in the lack of public welfare thinking in education, the lagging construction of quality control and the lack of provisions of laws and regulations. Hence, strengthening the public welfare cognition of after-school physical education service, deepening the quality standard of after-school physical education service, broadening the after-school service ability of physical education teachers, and refining the safety guarantee of physical education after-school service are the feasible ways to break through the dilemma of sports after-school service in primary and secondary schools.
