The findings are as follows: By giving play to the advantage and role of adhesive, local sports administration department forges conditions for urban public sports facilities governance. This "bonding governance mode" of "subject interaction, resource optimization and target aggregation", would be the key for effective governance of urban public sports facilities. Horizontal synergy overcomes the disadvantages of fragmentation of functional departments, and vertical embedding solves the dilemma of atomization for residents' demands, and lateral absorption resolves the problem of inefficient operation management. The system advantage is activated and transformed into governance efficiency by linking platform, so as to construct the practical logic of urban public sports facilities. In essence, the bonding governance mode is a domestic practice based on the institutional context ofChina, and also a localized transformation for the polycentric governance theory.
