(School of Physical Education,Shanxi Normal University,Taiyuan 030031,China) Abstract: School physical education innovation is a necessary link to realize the modernization of Chinese-style education and the foundation for building a sporting leading nation, and deepening the integration of physical education and cultural education is a positive response and practical exploration for the high-quality development of school physical education. Through the methods of literature, logical analysis and case illustration, the theoretical framework is built on the basis of analyzing the core theoretical essence of the integration and collaboration between physical education and cultural education, and the natural requirements and theoretical expectations through introducing the collaborative theory, which includes perspectives on the blocking points of consistency with educational goals, formal norms, rights sharing, and citizens' awareness of sports. This study proposes that cultivating collaborative social capital, improving the legal system of collaborative governance, standardizing the system of responsibilities and powers, the implementation path of building a collaborative governance operation network for the integration between physical education and cultural education. All those countermeasures would effectively provide rational suggestions for the integrative development of physical education and cultural education afterwards.
