(1.Department of Physical Education,Shanghai University of Engineering Science,Shanghai 201620,China; 2.School of Physical Education,South-Central Minzu University,Wuhan 430074,China) Abstract: Based on the theory of institutional equilibrium in new institutional economics and combined with empirical analysis of multiple cases, this paper analyzes the institutional disequilibrium in the construction of non-sports land into sports facilities in Shanghai. The study concludes that the deficiencies in the formal institutional provision include: no information on available non-sports land, lack of clear operational guidelines for conversion, conflicting content of the existing formal system, difficult approval procedures, and lack of specific preferential policy support. Informal institutional arrangements in many cases include: seeking a "lead person" with government background, holding thematic coordination meetings with multi-sector participation, determining the scope of renovation based on the strength of political affiliation, acquiring land use rights in the form of leases, implementing flexible renovation strategies, and receiving indirect support in the form of awards and merits. In order to correct the institutional disequilibrium, a system of information collection and public disclosure of the city's idle non-sports land should be established, a system of joint meetings with multi-departmental participation and promotion of digitalization of approval procedures, a city-wide unified operational guideline for the construction of non-sports land for the conversion of sports facilities, a system of implementation plans for the conversion of non-sports land for sports facilities, preferential policies for the construction of sports facilities in line with non-sports land, and establishing a directory of non-sports land for the construction of sports facilities in the city.
