The study holds that overall promotion of policies and regulations related to youth sports and school sports, and people's ardent yearning for a better life under the concept of overall health, and the positive action that to learn the foreign beneficial practice for building up China into a leading sporting nation, are the demand mechanisms of culture teachers to promote the development of adolescent physical education. However, culture teachers boosting the high-quality development of adolescent physical education also face the great challenges of lagging formal system construction and failure of informal system construction. Given that, the research puts forward the specific implementation strategies: carrying out the interdisciplinary teaching with physical education and health, and cultivating the students' core physical education quality with the subject culture; cultivating the campus sports culture, and forming the extracurricular sports system where both teachers and students are involved in the informal learning space; optimizing the policies and regulations of school education and school physical education,and establishing the long-term joint education mechanism by multiple subjects; eliminating the utilitarian educational concepts and behaviors, and actualizing sports-oriented and life-oriented educating and teaching practice.
