(Institute of Physical Education Curriculum and Teaching,Nanjing Normal University,Nanjing 210023,China) Abstract: By using the methods of literature review, logic analysis and practical investigation, this paper studies the construction of high-quality physical education teaching and research problems in primary and secondary schools. The study holds that: (1) high-quality physical education teaching and research in primary and secondary schools is guided by meeting the actual needs of physical education development, pursuing the problem of physical education and improving the quality of physical education, realizing the conformal development of physical education research in basic education and achieving the optimization of physical education research status, driving and promoting the overall development of physical education in primary and secondary schools. (2) The value of building high-quality physical education teaching and research: promoting the accurate solution of physical education curriculum teaching problems, leading physical education teachers in primary and secondary schools to achieve excellent growth, improving students' sense of access to physical education education, effectively serving the implementation and research of physical education policies, and promoting physical education teaching and research work to be more standardized and efficient. (3) The construction framework of high-quality physical education teaching and research in primary and secondary schools has four aspects of the objectives, contents, methods and evaluation of physical education teaching and research. (4) The construction path of high-quality physical education teaching and research in primary and secondary schools is as follows: updating the value concept of physical education teaching and research in basic education and clarifying the functional positioning of teaching and research at all levels; paying attention to the construction of a team of physical education teaching and research staff and support physical education and research work in rural primary and secondary schools; encouraging social forces to participate in physical education and research and promote digital-based sports teaching and research reform to strengthen primary and secondary schools; intensifying the construction of the sports teaching and research system, and rational use of sports teaching and research power.
