(Department of Physical Education,Changde Normal College, Changde 415000,China) Abstract:The present conditions and the policies to establish the contingent of PE teachers in the middle and primary schools of Changde City were studied by the stratified cluster sampling investigation and the documentary method.It was shown that in the middle schools, there were more part-time PE teachers,especially in the countryside (accounted for 20.21%); the students and the full-time PE teachers,the male and female PE teachers were in the larger ratios (375:1 and 6.31:1 respectively); there were more young teachers in the middle schools,53.33% of the PE teachers ranged in age from 20 to 29 years in the countryside;the PE teachers' formal schooling records and professional post titles were lower, but higher in the cities than in the countryside. Above features were more obvious and there were a few teachers graduated from PE speciality in the primary schools.It is put forward that the relative government departments ought to work out the plan to establish PE teachers contingent,perfect the rules and regulations and unfold various forms of the continuous education among the PE teachers; steady the schoolteachers by the improving their working and living condition; reform the personal system of schools and deepen the pedagogical education.
