Abstract:Soccer lottery, a special means of absorbing capital, has gained successful experience abroad. Some countries issue soccer lottery, and revenue of soccer lottery is a major source of sports funds in a country. In this paper, by using document research，comparison research and logic research，the author depicts the development, management model, allocation of soccer lottery; compared with our country.Meantime, the author puts forward some suggestion for developing soccer lottery.
