It plays a significance role in the form and developing of modern sports. The government intervenes in sports is the necessary result of modern industrial revolution and political development. It led to a result that sports changed into a coercive national action from an individual or voluntary spontaneous action. It strongly improved the development and popularization of sports. As the developing of the social economy and the maturating of the sports market, it will be anecessary tendency that the government will reduce the direct management to sports and recede the depth of the intervention. How will the government intervene sports still remains a problem needs solved by countries all over the world. As to China, the most important thing is to discuss the balance between “The Whole Nation System” and the socialization and marketing of sports that led by the government. In a word, the key question is by means of reforming and developing, Chinese government should improve the condition that the development of sports in China depend too much upon the government, especially the development of the competitive sports.
